Born in Odate City (Akita, Japan) in 1963. Professor at Tokyo University of the Arts (Department of Painting). A socially aware artist pushing forth diverse art projects with focus on "art x community x industry". Represented Japan in the 49th Venice Biennial (2002). Has supervised over the artist initiative “Command N” since 1997. Developed numerous revitalization art projects in Akita and other localities across Japan. Through the project space “KANDADA” (2005 – 2009) he launched the independent and sustainable art center 3331 Arts Chiyoda (Tokyo, Kanda area) in June 2010. Received the Japanese Government’s Agency for Cultural Affairs Award in Fine Arts (2010). Developed the earthquake reconstruction support project “Wawa Project” in 2010. Began the “TRANS ARTS TOKYO” festival in 2012, cultivating creativity in communities at the heart of the Kanda area. In 2015, he held a major solo-exhibition titled “Luminous Despair”.
Publications include ‘Bijustsu to kyoiku’ (Art and Education) (1997) and Open the New page! (2017).
